The Department of Agriculture-Cordillera (DA-CAR) warmly welcomes and congratulates its 22 employees who finally took their Oath of Office as newly promoted and/or appointed personnel.
Fifteen (15) employees are newly promoted and seven (7) are new appointees. The new appointees are not new to the DA-CAR as they have served under a contract of service (COS) over a length of years under its regular programs and special funded-projects.
The newly-promoted employees are Ms. Joan D. Bacbac (Chief Agriculturist and the incoming Division Chief of the Agribusiness and Marketing Assistance Division); Ms. Marlyn C. Tejero (Supervising Agriculturist); Mr. Landes B. Teofilo (Supervising Agriculturist); Mr. Nicasio S. Baucas (Agricultural Center Chief III); Dr. Meriam M. Micklay (Veterinarian III); Engr. Jun O. Alejo (Engineer III); Ms. Joy Rose C. Bawayan (Administrative Officer V); Ms. Gladys T. Aligo (Science Research Specialist (SRS) II); Mr. Romulo G. Villanueva Jr. (Administrative Officer IV); Mr. Julio Earl C. Dicksen (Administrative Officer III); Mr. Michael W. Bugtong (SRS I); Ms. Jodelyn S. Sukaw (SRS I); Ms. Joan S. Sabado (Administrative Assistant III); Mr. Harold M. Bagawi (Administrative Assistant II); and Ms. Mae Kio-isen (Agriculturist I). For new appointments, they are Engr. Lera R. Gonzales (Engineer I); Engr. Julius D. Simeon Jr. (Engineer I); Engr. Jerson D. Rosado (Engineer I); Mr. Crisante K. Rosario (Agriculturist I); Mr. Rey C. Oway (Agriculturist I); Ms. Heather Laxe F. Nabus (Agriculturist I); and Ms. Maribel G. Vicente (Administrative Aide IV).
In his message, OIC-Regional Executive Director Cameron P. Odsey emphasized that as public officials and employees, they shall at all times be accountable to the people and shall discharge their duties with utmost responsibility, integrity, competence, and loyalty, act with patriotism and justice, lead modest lives, and uphold public interest over personal interest as stated in the Republic Act 6713.
“Be a role model. We must be able to support each other. There may be temptations, but let us live by the ideals and principles of being a public servant,” Dir. Odsey added.
Meanwhile, Ms. Bawayan who served as the OIC-Personnel Unit Head then and now the incoming Personnel Unit Head, gave a backgrounder of how the appointments came about which were originally posted in March last year but were affected by different external and internal factors. But in the end, Ms. Bawayan congratulated everyone that finally, the long wait was over.
Dir. Danilo P. Daguio, Regional Technical Director for Operations and Human Resource Merit Promotion and Selection Board (HRMPSB) Chairperson, further discussed the recruitment process assuring that the selections were done according to the documents evaluated and other evaluation process conducted by the HRMPSB that are in accordance to the guidelines provided by the DA-Central Office and to the Civil Service Commission’s rules and policies on selection and promotion process. He added that while they may have recommended the TOP 5 in rank per position, the appointing authority still has the wide latitude of discretion of whom to finally appoint in that specific position.
“We commit to work efficiently in our new posts and work harmoniously with all of you and support the management to the highest level. Our gratitude to all the people who made it possible for us to be standing here in front of you all today promising to do well in the office we are to be assigned,” said Ms. Bacbac who will now be taking the post as Chief of the Agribusiness and Marketing Assistance Division or AMAD.
Newly appointed Ms. Vicente also thanked the DA-CAR family for believing in her and finally, recommending her to fill in the position. She also thanked the Lord for an answered prayer that after 12 years of being in and out of the DA-CAR as contracted staff, she was finally appointed as a permanent staff of the DA-CAR today.
The 15 positions vacated by the promoted employees will be posted immediately by the Personnel Unit for interested applicants which will go through similar recruitment process.//JBAgrifino
