 Department of Agriculture Mandate

The Department of Agriculture is the principal government agency responsible for the promotion of agricultural development and growth. It provides the policy framework, helps direct public investments, and in partnership with the local government units (LGUs), provides the support services necessary to make agriculture and agri-based enterprises profitable and to help spread the benefits of development to the poor, particularly those in the rural areas.


 Vision

The CAR shall adopt the national vision for the agriculture sector as stipulated in Chapter 4 of the PDP which is as follows:
“A competitive, sustainable and technologybased agriculture and fisheries sector, driven by productive and progressive farmers and fisherfolks, supported by efficient value chains and well-integrated in the domestic and international markets, contributing to inclusive growth and poverty reduction.


 Mission

DA to serve as the lead catalyst to agriculture & fisheries modernization with food security, poverty alleviation and social equity, global competitiveness and resource sustainability as fundamental concerns.

To help empower the farmers and agribusiness entrepreneurs to produce adequate, affordable and accessible food for all and competitive products that can increase their real income.


 SERVICE PLEDGE

The CAR shall adopt the national vision for the agriculture sector as stipulated in Chapter 4 of the PDP which is as follows:
"With the help of Almighty God, we, the management and employees of the Department of Agriculture - Regional Field Unit - Cordillera Administrative Region do hereby pledge to commit ourselves to the performance of our sworn duties and responsibilities. We shall endeavor to do our part within our means to make agriculture moving forward by providing and sustaining among others, the speedy delivery of technical assistance and support services .

The CAR shall adopt the national vision for the agriculture sector as stipulated in Chapter 4 of the PDP which is as follows:
In partnership with the Local Government Units and other service providers, we shall ensure that assistance and services are available to farmers, homemakers, youth and other stakeholders. This is to contribute actively to the development of agriculture and fisheries sector as we pursue the objectives of product competiveness, poverty alleviation, food security and sufficiency , increased income and sustained resource base."


CORE PROGRAM

 Banner Programs

The DA’s banner programs translate into action the framework described under the Agriculture and Fisheries Modernization Act (AFMA) of 1997. Through the banner programs, the different necessary priority interventions shall be intensified including the delivery of the different major final outputs as cited above.

I. Rice Program

As the staple food crop in the country, rice will be treated as a separate program from other crops program. Under the Rice program, it is the primary aim of the region to maintain rice sufficiency at all times and to increase rice farmer profitability.

II. High Value Crops Development Program

This program focuses on the production of vegetables, fruits, industrial crops, species and staple food.

III. Corn Program

The corn program seeks to increase corn productivity and production in identified corn cluster areas and aims to attain corn competitiveness by developing better quality corn.

IV. Livestock Program

For the succeeding years, resources for the livestock program shall be focused to activities that will address the need to reduce meat product deficiency in the region and to attain disease-free livestock industry.

 Regular Programs

The DA-RFU-CAR shall ensure the smooth implementation of the agency’s mandate and to ensure timely and efficient completion of operational programs, projects and activities, through its regular programs. It shall also ensure the formulation, implementation, monitoring and evaluation of responsive programs and activities towards the attainment of the agency’s goals and objectives. Prompt advocacy of programs and projects including policies are to be regularly undertaken.

The development of the crops and livestock sub-sectors shall start in enhancing the capacities and capabilities of the different DA-RFU-CAR stations, laboratories and centers to provide and deliver the goods and services that clients require and need. Through these facilities, technologies shall also be verified and demonstrated.

Service Description
The laboratory includes the analysis of soil samples for hydrogen ion concentration (pH) and Macro-elements: Nitrogen, Phosphorous and Potassium (NPK). Soil analysis is per formed by the Soils

Laboratory to determine the NPK contents of soils as basis to recommend fertilizer requirements and as a guide by the clientele to use what kind and rate of fertilizers and lime, if necessary, to be applied during the cropping season.

Who May Avail of the Service?
Farmers, students, researchers, Local Government Units, seed growers and other clients

Requirements to be submitted:
One (1) kilogram of air-dried soil sample with complete label as follows:
-Name of farmer/client
-Address
-Location of the Sample Source
-Date of Collection os sample-Area covered
-Crops grown to be planted

The fee to be paid is dependent on the type of test to be performed:

How to Avail the Service

STEP 1
Submit at least 1 kg of air-dried soil sample completely and properly labeled

Return after stipulated number of days to get the copy of the test result/analysis and acknowledge receipt thereof in the logbook

Issuance of Certificate for Land Use Reclassification

Service Description
Documentation and investigation of the parcel of land proposed for land conversion to determine if it is suitable for agricultural production or not to safeguard agricultural lands. The proposed parcel of agricultural land maybe recommended for reclassification if it is no longer suitable for agricultural purposes.

Who May Avail of the Service?
Owners of private agricultural lands or other persons duly authorized by the landowner, government agencies, including government-owned or controlled corporations, and local government units, which own agricultural land their patrimonial property.

Requirements:
1. Letter of application for land use reclassification to DA Regional Executive Director (RED).

2. Sworn declaration for land use reclassification ( DA LUR Form 1, available at the RTeCLUM Secretariat).

3. Proof of ownership – Photocopy of Original Certificate of Title (OCT) or Transfer of Certificate of Title (TCT) certified by the Register of Deeds not later than 30 days prior to filing.

4. Special Power of Attorney, if the petitioner is other than the land owner or Board Resolution signed by members if the owner is a corporation.

5. Sketch map, Vicinity map and Lot plan showing TCT No., Lot No., Area per TCT, and area applied for conversion, duly prepared by a licensed geodetic engineer and showing reference points for the identification of the property applied for conversion.

6. Certification form the Local Government Unit whether or not the locality where the land is located has become highly urbanized and will have greater economic value for commercial, industrial or residential purposes.

7. Recent 5R panoramic photograph of the area with captions ( to be certified by a member of the RteCLUM upon ocular inspection).

8. Certification from National Irrigation Administration (NIA) Provincial Office using LUC Form No. 4 whether or not the land is within the service of an irrigation system that is existing; scheduled for rehabilitation; or with firm funding commitment (signed by Regional Irrigation Manager if the area is more than 5 hectares).

9. Certification from the Sugar Regulatory Administration (SRA).

10. Certification from the Philippine Coconut Authority (PCA) signed by Regional Manager.

11. Certification from the Fiber Industry Development Authority (FIDA).

12. Certification form the Bureau of Fisheries ad Aquatic Resources (BFAR); and

13. Zoning certification from Housing and Land Use Regulatory Board (HLURB) Regional Officer/Deputized Zoning Administrator identifying the specific land use of the subject land.
