Groundbreaking ceremonies cum capsule-laying was held on September 20, 2018 in Pappa, Sablan, Benguet for the improvement and rehabilitation of three farm-to-market roads (FMR) and a multi-purpose drying pavement.
These rural infrastructure projects are: Balingew-Bayayeng FMR, Balingew-Taya FMR, Dalayap-Timoy FMR and construction of the Pappa multi-purpose drying pavement under the Scaling-Up of the Second Cordillera Highland Agricultural Resource Management Project (CHARMP2-Scale-Up).
The groundbreaking ceremonies marked the start of implementation of the various subprojects in barangay Pappa.
Before the capsule-laying, a brief service by Ptr. Macario Tanacio was conducted to invoke the blessing of the Almighty through the whole duration of the subproject implementation, to bless the documents that will be enclosed in the time capsule, and to protect and guide all individuals that will work for the smooth implementation of the various subprojects in the community.
The ceremonies were followed by a pre-construction conference participated by the municipal local government unit (MLGU) staff headed by honorable Mayor Arthur C. Baldo, barangay LGU led by barangay captain Clay Calado and Project staff led by DA-CAR Regional Executive Director and Project Manager, Cameron P. Odsey.
The pre-construction conference aimed to formalize the start of the implementation of the various subprojects in the community, reiterate to the community members their roles and responsibilities in the smooth implementation of their subprojects, and answer queries raised by the community folks as well as the contractors.
In his message, Project Manager Odsey expressed his gratitude to the support coming from the partner LGU and to the community as a whole. He then encouraged everyone to work closely so that the programmed activities will be carried out as planned.
Mayor Baldo on the other hand, thanked the Project for its support and the Provincial LGU for providing the counterpart. He also congratulated and recognized the effort of the community especially the senior citizens who were present during the activity. “Salamat ta nagmaymaysa tayo” he said.
He also encouraged the community to be part of the labour force in the implementation of the subprojects. Mr. Christopher Aglolo representing the contractors said that local labourers are welcome to join in the construction.
Tuho Chapdian, Provincial Planning and Development Coordinator also expressed his gratitude to the Project saying that “agyaman kami ti DA ta idi adda ti extension ti Project ket karaman kami kadagiti beneficiaries.” He also encouraged the community to solve immediately whatever issue that may arise during the implementation.
The four subprojects have a total cost of Php 18.5 million. The CHARMP2 Scale Up is among the special projects under the Department of Agriculture (DA)-Cordillera funded by the International Fund for Agricultural Development and the Philippine Government.//MJMaguide
