The DA-RFO CAR’s Heads of Offices together with their planning/report officers convene for a two day-strategic planning for Fiscal Year 2026-2028 starting today, February 11, in Naguilian, Baguio City.
Facilitated by the Planning Monitoring Evaluation Division (PMED), the activity is part of the continuing plan and budget proposal process of the department for FY 2026 and beyond. Crafting the plan and budget follows key principles that are seen to significantly contribute to the realization of the DA’s overall goals of achieving food security and developing the agriculture sector as a profitable industry for the agri-stakeholders. These key principles are: programmatic, targeted and outcome-based; cost efficiency and industry relevance, and shovel readiness. Alongside these principles are the considerations on food safety, reduction of import dependency, feasibility establishment and technical and absorptive capacity of the implementers and partners.
Moreover, the participants were re-introduced on the topics Theory of Change and Logical Framework. These frameworks play significant roles in outlining the sequences of actions and interventions, thus, providing clear directions on the important variables and their interplays to attaining the set goals of the organization.
